1. Introduction and Policy Statement
快猫短视频 is committed to fostering a safe, healthy, and inclusive environment where all community members can thrive academically, professionally, and personally. The 快猫短视频prohibits hazing in all forms and is committed to the prevention of hazing activities of any kind. This policy is designed to comply with the federal Stop Campus Hazing Act (Public Law 118-173) enacted on December 23, 2024, which amended the Jeanne Clery Campus Safety Act to include requirements related to hazing prevention, reporting, and transparency; as well as the New York State Penal Law Section 120.16 and 120.17.
The purpose of this policy is to:
- Define and prohibit hazing activities
- Establish clear reporting mechanisms
- Outline investigation and adjudication procedures
- Detail hazing prevention and education programs
- Ensure compliance with federal and state laws
2. Scope and Jurisdiction
This policy applies to all 快猫短视频 students, faculty, staff, volunteers, and campus visitors. It covers conduct that occurs:
- On 快猫短视频 property
- At College-sponsored activities and events, regardless of location
- Off-campus when the conduct is associated with a College-related event or activity
- Online or through electronic media
This policy applies to all student organizations as defined by the Stop Campus Hazing Act, including but not limited to:
- NCAA athletic teams and club sports
- Recognized student clubs and organizations
- Fraternities and sororities
- Performance groups
- Student government
- Unrecognized student groups
- Any organization in which two or more members are students enrolled at 快猫短视频, whether or not the organization is established or recognized by the College
3. Definitions
Hazing
In accordance with the Stop Campus Hazing Act, hazing is defined as:
Any intentional, knowing, or reckless act committed by a person (whether individually
or in concert with other persons) against another person or persons regardless of
the willingness of such other person or persons to participate, that:
- Is committed in the course of an initiation into, an affiliation with, or the maintenance of membership in, a student organization; and
- Causes or creates a risk, above the reasonable risk encountered in the course of participation in the institution of higher education or the organization (such as the physical preparation necessary for participation in an athletic team), of physical or psychological injury including but not limited to:
- Whipping, beating, striking, electronic shocking, placing of a harmful substance on someone's body, or similar activity
- Causing, coercing, or otherwise inducing sleep deprivation, exposure to the elements, confinement in a small space, extreme calisthenics, or other similar activity
- Causing, coercing, or otherwise inducing another person to consume food, liquid, alcohol, drugs, or other substances
- Causing, coercing, or otherwise inducing another person to perform sexual acts
- Any activity that places another person in reasonable fear of bodily harm through the use of threatening words or conduct
- Any activity against another person that includes a criminal violation of local, State, Tribal, or Federal law
- Any activity that induces, causes, or requires another person to perform a duty or task that involves a criminal violation of local, State, Tribal, or Federal law

- Abandonment in unfamiliar locations
- Activities that subject participants to extreme embarrassment, humiliation, or ridicule
- Activities that create a significant risk of emotional or physical harm
- Forced servitude or acts of service
- Activities that interfere with academic obligations or responsibilities
- Coerced exclusion from social contact
- Requiring the wearing of conspicuous or humiliating attire
- Activities that compromise dignity or demean individuals
- Activities that violate 快猫短视频policies, federal, state, or local laws
The willingness of an individual to participate in such activities does not negate the classification of the activity as hazing.
Student Organization
An organization at 快猫短视频 (such as a club, society, association, varsity or junior varsity athletic team, club sports team, fraternity, sorority, band, or student government) in which two or more of the members are students enrolled at Skidmore College, whether or not the organization is established or recognized by the College.
4. Reporting Procedures
Reporting Options
快猫短视频 encourages all members of the community to report incidents of hazing. Reports may be made to:

Mandatory Reporting
All 快猫短视频employees (except those with legal confidentiality privileges) are required to report incidents of hazing to Campus Safety when they become aware of such incidents.
Amnesty Policy
To encourage reporting, the 快猫短视频offers limited amnesty for students who report hazing incidents. Students who report hazing, in good faith may have their cooperation taken into consideration with respect to disciplinary action for their own personal code(s) of social conduct violation(s), provided that any such violation(s) were not harmful to others and did not place others at risk of harm.
Confidentiality and Privacy
The 快猫短视频will maintain the privacy of individuals involved in reported hazing incidents to the extent possible, and in compliance with applicable law. Information will be shared only with those who have a legitimate need to know to assist in investigation, resolution, or implementation of supportive measures. There are, however, transparency reporting requirements related to student organizations found in violation of this policy that are addressed later in this policy at section 9. (Check section 9).
Interim Measures (students Prior to a Resolution)
The Dean of Students/Vice President of Student Affairs (DoS/VPSA), or designee, in consultation with the Office of Student Conduct, the Office of Campus Safety, the Office of Residential Life, and/or the Student Assessment and Intervention Group (SAIG) may implement appropriate action to maintain the safety of the campus community (or specific persons within the campus community) until the investigation and/or conduct process is complete, such as no contact directives, removal from campus residence facilities, removing a student from a class or classes, and/or interim suspension from the College. notified of the decision.
5. Investigation Procedures
Initial Assessment
Upon receipt of a report of hazing, Campus Safety will:
- Assess for immediate safety concerns
- Provide the reporting party with information about resources and options
- Determine whether the reported behavior may fall within the scope of this policy
- Notify appropriate 快猫短视频officials
Investigation Process
- Campus Safety (with assistance from Student Affairs and/or Human Resources as needed) will promptly investigate all reports of hazing.
- Investigations will include interviews with relevant parties and witnesses, collection of evidence, and documentation of findings.
- Investigations should be completed within 30 calendar days, but this timeline may be extended for good cause.
- Campus Safety will document:
- The date the incident was alleged to have occurred
- The date the investigation was initiated
- The date the investigation ended
Referral for Adjudication
After completing the investigation, Campus Safety will refer the case to the appropriate office(s) based on the individuals and organization involved. Incidents involving students will be referred to the Office of Student Conduct. Incidents involving employees will be referred to Office of Human Resources.
6. Adjudication Process and Sanctions
Adjudication Process
- The Office of Student Conduct or Human Resources Office will review the investigation report and determine whether a policy violation occurred based on a preponderance of evidence standard (more likely than not) consistent with the office鈥檚 policies and procedures.
- If it is determined that a violation occurred, the Office of Student Conduct or Human
Resources Office will notify the appropriate office or department of the finding so
that the appropriate office or department can determine and communicate the group
sanctions:
- Athletics Department for varsity athletic teams
- Office of Campus Life and Engagement for recognized student clubs and organizations and club sports
- Office of the Dean of Faculty and Vice President of Academic Affairs for allegations that involve faculty
- Other offices, as necessary
- Students and organizations will receive written notice of the findings, including:
- The specific policy violations
- The factual findings supporting the determination
- The sanctions imposed (if applicable)
- The appeal procedures
Sanctions for Individuals
Consistent with the Office of Student Conduct, sanctions for an individual student
found responsible for violating this policy may include, but are not limited to, the
following:
- Professional Assessment: Completion of a professional assessment and ongoing compliance with all recommendations that could help the student or the 快猫短视频ascertain the student鈥檚 ongoing supervision or support needs to successfully participate in the 快猫短视频community.
- Educational Program: The Adjudicator may require the Respondent to attend, present, and/or participate in a program related to the violation. It may also be a requirement to sponsor or assist with a program for others on campus to aid them in learning about a specific topic or issue related to the violation for which the student was found responsible. Students may be required to complete a workshop, online education courses, research or a reflection paper articulating the harm caused by their actions and/or strategies they may adopt to prevent further disruptive behavior.
- Specific Restriction(s): The Adjudicator may impose specific restrictions on an individual to prevent either access to an area of campus or participation in one or more 快猫短视频or College-recognized or sponsored programs or activities (e.g. commencement).
- No Contact Order: The Adjudicator may decide to continue and/or impose a prohibition against having any avoidable contact with one or more identified persons, in person or through telephonic, electronic, written or other means. A No Contact Order may include additional restrictions and terms.
- 快猫短视频Housing Reassignment or Suspension: The Adjudicator may reassign the student to another 快猫短视频housing facility, or may remove the student from 快猫短视频housing for a specified period of time, including permanent removal.
- Disciplinary Probation: If determined appropriate by the Adjudicator a student may be placed on Disciplinary Probation. In such a case, any subsequent violation of this policy (or other college policy) is likely to result in suspension or expulsion. Note that some campus organizations do not permit their members to serve in leadership positions or hold campus jobs if they are on Disciplinary Probation. Probation may also affect eligibility for study abroad, attending conferences, or representing the 快猫短视频at an official function, event or intercollegiate competition as a player, manager or student coach, etc.
- 快猫短视频Suspension: During the suspension period, the student is prohibited from being present on or at 快猫短视频property, functions, events and activities without prior written approval from the appropriate personnel. The Adjudicator may also assign specific sanctions, such as a professional assessment or community service, for completion during the suspension period. While suspended, students may transfer up 18 credits taken at another institution, subject to the usual review by the Registrar.鈥 In the event of a suspension the 快猫短视频follows the refund practices for personal leaves. Further information may be found on the Bursar鈥檚 Office website.
- 快猫短视频Suspension in Abeyance: In cases of suspension, the Adjudicator may decide that there are circumstances that mitigate against the immediate separation of the student from the College. For example, they may allow the student to complete the current semester鈥檚 coursework and begin their suspension period at the semester鈥檚 end. However, should the student be found in violation of the Honor Code, the Code of Social Conduct, or this policy during the period of abeyance, the abeyance may be lifted and the suspension shall take effect immediately and continue through the originally scheduled expiration date for the suspension (subject to any additional sanctions that may be imposed as a result of the new violation).
- Expulsion: The student is prohibited from being present on or at 快猫短视频property, functions, events or activities. Expulsion is a permanent status. The Responding Student must leave the 快猫短视频immediately and cannot register again as a student without going through a full readmission process.
- Degree Revocation: In the event of serious misconduct committed while still enrolled, but for which the Responding Student is found responsible after the Responding Student has graduated, the 快猫短视频may revoke that student鈥檚 degree. The student will be asked to return the diploma.
Students should refer to the Student Handbook for information regarding the adjudication process as well as possible outcomes.
A student who fails to comply with assigned sanctions will generally be placed on
hold and may receive additional, more substantial sanctions. In the case of graduating
seniors, students may not receive diplomas or transcripts or participate in the graduation
ceremony until completion of all sanction requirements, unless specifically permitted
by adjudicator.

this policy or a related policy, please refer to the Faculty or Employee Handbook.

Sanctions for Clubs, Teams, or Organizations
Sanctions for clubs, team or organizations found responsible for violating this policy
may include:
- Warning or Reprimand
The 快猫短视频will formally warn or reprimand the club, team, or organization in writing for their misconduct and communicate future repercussions for any future policy violation.
- Educational Programming
The club, team, or organization will be required to undergo certain training and/or complete an educational assignment to demonstrate their understanding of the behavior, the harm committed, and the policy it violated to prevent any reoccurrence. These may include webinars, modules, written apologies, reflection papers, research papers, and other programming as appropriate.
- Probation
The club, team, or organization will be placed on probation or its equivalent consistent with college policies or the entity鈥檚 governing body, which in effect will require a more severe sanction or set of sanctions if the club, team, or organization violates this policy at a future time.
- Restriction of Activities
The club, team, or organization will be restricted from participating in certain college activities or programs or from hosting, collaborating on, competing in, or organizing certain activities or programs as sanctioned.
- Temporary Loss of 快猫短视频Privileges, Recognition or Funding
The club, team, or organization will temporarily lose access to certain privileges, recognition, or funding, including but not limited loss of access to spaces or facilities, resources and supplies, SGA status, and funding sources.
- Suspension of Activities
The club, team, or organization will be suspended from all activities for a designated period of time, including convening, participating in any college activity or program or from hosting, collaborating on, competing in, or organizing any activity or program as sanctioned.
- Permanent Loss of 快猫短视频Recognition
The club, team, or organization will permanently lose access to all privileges, recognition, or funding and will be required to end all organizational activity permanently.
- Other sanctions deemed appropriate
Considerations for Sanctions
The following factors will be considered when determining sanctions:
- Nature and severity of the violation
- Prior conduct history of the individual or organization
- The impact on the victims
- Whether alcohol or drugs were involved
- Cooperation during the investigation process
- Acceptance of responsibility
- Potential for rehabilitation and future violations
7. Prevention and Education Programs
快猫短视频 is committed to preventing hazing through comprehensive education and awareness programs. The 快猫短视频has established a research-informed campus-wide prevention program designed to reach students, staff, and faculty.
New Students
New students are required to complete a 3rd millennium online module called 鈥淗azing
& Hosting鈥. The interactive module covers the following:
- Why talk about hazing?
- What is hazing?
- The impact of hazing
- Social hosting
- Bystander intervention
Student Leaders
The Director of Equal Opportunity and Title IX facilitates Enough is Enough trainings
with all student athletes, RAs, Peer Mentors, Peer Leaders, SGA, club leaders and
club sports teams, incorporating the following topics and information about hazing:
- Policy/Definitions
- Examples
- Inv/Adj Procedures
- Transparency Reports
The Enough is Enough trainings also incorporate the relevant policy and procedural information for Title
IX, Title VI, NYS鈥檚 Enough is Enough law, confidential/supportive resources and measures,
and an introduction to bystander intervention.
Additionally, student athletes receive a packet of paperwork/forms during the summer
that must be completed before they can be considered eligible for practice and/or
competition. The packet includes a Student-Athlete Anti-Hazing Agreement which all
students must sign. When the student-athletes return to campus for the fall semester,
the Athletic Director meets with each team, individually, to review the forms that
they signed, prior to coming to campus, and to ensure that the students understand
what they have agreed to and to answer any questions they may have specific to each
form.
Peer Health Educators receive bystander intervention training which includes a hazing
module. The training includes an overview of intervention principles, common barriers
to taking action, and effective strategies such as Distract, Delegate, Direct, Delay,
and Document. The training also incorporates practice scenarios to build real-world
skills.
Student club and organization presidents complete a Recognizing and Prevention Hazing
training completed online through The Spring offered by United Educators.

8. Disclosure Requirements
Annual Security Report (ASR)
In compliance with the Jeanne Clery Campus Safety Act as amended by the Stop Campus Hazing Act, 快猫短视频 will include in its Annual Security Report:
- Statistics on hazing incidents that were reported to campus security authorities or local police agencies
- A statement of current policies relating to hazing
Campus Hazing Transparency Report (CHTR)
快猫短视频 will maintain a Campus Hazing Transparency Report on its website that includes:
- The name of any student organization found to be in violation of the College's hazing policy
- A general description of the violation, including whether it involved alcohol or drugs
- The College's findings and sanctions imposed
- The dates when:
- The incident was alleged to have occurred
- The investigation was initiated
- The investigation ended with a finding that a hazing violation occurred
- The organization was notified of the finding
The CHTR will:
- Be published in a prominent location on the College's website
- Be updated at least twice per year
- Maintain information for a period of 5 calendar years from the date of publication
- Exclude personally identifiable information about individual students in accordance with FERPA
9. Relationship to State Law
Hazing is prohibited under New York State law (N.Y. Penal Law 搂 120.16 and 搂 120.17). Violation of this law may result in criminal penalties independent of any College disciplinary action.
The 快猫短视频will report incidents that potentially violate state law to local law enforcement as appropriate. 快猫短视频disciplinary procedures are separate from and may be carried out prior to, simultaneously with, or following civil or criminal proceedings.
When a hazing incident occurs that may violate both 快猫短视频policy and local, state, or federal law, the 快猫短视频will:
- Conduct its own investigation and adjudication process
- Cooperate with law enforcement investigations and potentially delay 快猫短视频investigations if requested to do so.
- Review affected students with resources as appropriate
- Consider the outcome of criminal proceedings in determining 快猫短视频sanctions if appropriate
10. Appeals
Grounds for Appeal
Students and organizations found responsible for hazing may appeal the decision and/or sanctions on the following grounds:
- Procedural error that affected the outcome
- New evidence not reasonably available during the investigation
- Sanctions disproportionate to the violation
- Conflict of interest or bias that affected the outcome
Appeal Process
- Appeals must be submitted in writing to the Director of Student Conduct, who will review the appeal and forward to the Dean of Students/Vice President for Student Affairs within 5 business days of receiving the decision.
- If the appeal has merit, the Dean of Students/Vice President for Student Affairs will review the case and/or assign an appellate officer.
- The appeal decision will be issued in writing normally within 10 business days.
- The appeal decision is final and not subject to further appeal.
11. Policy Review
This policy will be reviewed annually by a committee comprised of but not limited to representatives from Campus Safety, the Office of the Dean of Students and Vice President of Student Affairs , Office of Student Conduct, Office of Athletics, Fitness, and Recreation, and Office of Campus Life and Engagement. The review will assess the effectiveness of the policy, compliance with federal and state laws, and incorporation of best practices in hazing prevention.
Changes to this policy will be communicated to the campus community through official 快猫短视频communications channels.
